API v1 Brownouts: Time to Move to v2

Sourcify's legacy v1 API has been deprecated for a while. v2 has been the primary, recommended API for over a year: async job-based verification (no more hanging requests), richer responses (storage layouts, source maps, transformations, proxy resolution), clearer naming (exact_match / match instead of the confusing "perfect" / "partial"), and it's already serving 15M+ requests/day.
But deprecation notices alone don't move the needle. So we're following the GitHub playbook and rolling out scheduled brownouts to push the remaining v1 traffic onto v2.
